Oldham Council


Oldham Council owns and operated a CCTV system, and works in conjunction with the police to fulfil a number of strategic objectives in line with the UK's Code of Practice for CCTV Usage.

The objectives of the Oldham CCTV System as determined by the partnership which forms the lawful basis for the processing of data are:-

  • To enhance community safety, assist in developing the economic well being of the Oldham area and encourage greater use of the Town Centre, shopping mall, car parks, public amenities.

  • To assist the Local Authority in its enforcement and regulatory functions within the Oldham area

  • To assist in Traffic Management

  • To assist in supporting civil proceedings which will help detect crime

  • To assist in monitoring any Emergency Planning operations

The Challenge

Oldham Council wanted to take a proactive and targetted approach to tackling persistent fly-tipping to improve the quality of the environment for its residents.

In 2017 alone, the council's environmental team picked up more than 1,500 tonnes of illegally dumped waste, that can often contain hazardous and dangerous materials.

The cost of cleaning up illegally dumped waste to the council is an estimated £2,500 per day, directly impacting the taxpayer.

To battle this issue, the council wanted to invest in a surveillance solution that could be rapidly deployed, portable and provide high-quality images that could be used as evidence for prosecution.
