Case Study Background

Wirral's CCTV Control Room's primary function is to monitor images captured by the 111 cameras (55 of which are installed specifically to manage crime and disorder, with the remainder being traffic control cameras) in place across Wirral.

By agreement with the CCTV Control Room, Merseyside Police on Wirral can control the cameras for operational reasons and receive live images from a selection of cameras.

The Challenge

Woodchurch, Wirral, is managed through a Neighbourhood Management process. Local agencies work in close partnership with the residents, conducting various liveability meetings with their own allocated funding streams.

The Council used one of those funding streams to tackle consistent anti-social behaviour and crime issues in a specific trouble hotspot.

Hoole Road, Woodchurch, has consistently suffered high levels of anti-social behaviour. Crime on the Woodchurch estate, particularly in the Hoole Road area, has also been high, causing major aggravation for the residents and making their residential environment far from enjoyable.

The Solution

Wirral Council opted to deploy several Wireless CCTV Redeployable Dome Cameras to tackle anti-social behaviour and reduce crime and disorder effectively.

A laptop has been provided to the neighbourhood police inspector, who monitors the live and recorded evidential quality footage. In case of incidents or crimes, the relevant video footage is remotely retrieved from the 4G Domes to ascertain if it is suitable for identification and prosecution.

The WCCTV 4G IR Speed Dome is specifically designed to deliver live and recorded high definition images via 4G mobile transmission. It is an all-in-one surveillance system that combines an infrared PTZ camera, local recording capacity (up to 4TB) and wireless transmission technology.

The system is easy to install, easy to maintain, and moved to new locations to meet changing requirements.

Live and recorded footage can be accessed via 4G, 3G, and Wi-Fi connectivity, allowing users to remotely view and download the video via smartphone, tablet, laptop or PC, or integration to an existing control room.

The Result

The deployment of WCCTV 4G Domes has had a positive impact on the area. From the Woodchurch Neighbourhood Management Impact Report published in April 2008, the following figures from the household survey show the positive effect of Wireless CCTV equipment, amongst other factors, on issues such as:

• Vandalism & Graffiti: 46% down to 37%
• Rubbish & litter: 37.6% down to 29.5%
• Youth disorder: 53.3% down 51.8%
