The ROI of Automatic Number Plate Recognition for Construction Sites

Discover how ANPR technology helps contractors protect construction sites, improve operational efficiency and justify investment through measurable returns.

Theft from UK construction sites costs the industry well over £800 million a year. When machinery, tools, fuel or materials disappear, the investigation often starts with the question of which vehicles came and went from the site, and at what times. Where the only record is a handwritten gate log, if one is kept at all, the answer depends on who was staffing the gate and how many vehicles arrived at once.

Automatic Number Plate Recognition (ANPR) technology reduces that uncertainty by recording each vehicle with a time stamp, creating evidence that supports theft investigations, delivery checks, contractor accountability and insurance claims. Because these benefits can be costed, the return on investment (ROI) of automatic number plate recognition for construction sites can be worked out like any other site spend.

This article looks at what missing vehicle records cost UK contractors, why manual gate checks leave gaps, how ANPR works, how to calculate its ROI, with worked figures for one project and for multiple projects, and how ANPR fits alongside a site's wider security and safety setup.

What Missing Vehicle Records Cost UK Contractors

Thefts of plant and agricultural machinery rose in the first half of 2025. Figures published through the Construction and Agricultural Equipment Security and Registration (CESAR) scheme for the National Construction & Agriculture Theft Team (NCATT) show 969 items recorded as stolen on police systems between January and June 2025, up from 919 in the same period of 2024.

Smaller losses add up as well. Research by Direct Line business insurance found that 26,724 tool thefts were reported to police in 2025, worth an estimated £35 million, based on data from 30 UK police forces. Knowing who comes and goes from a site makes theft easier to prevent and investigate, and a reliable record of vehicle movements gives investigators a starting point.

But theft isn't the only cost to consider. Below, we've outlined how much a single vehicle-related incident can cost a project.

Incident

Potential Cost

Theft and vandalism

£3,300 to £55,000+

Unauthorised access

£2,500 to £25,000+

Delivery disputes

£1,000 to £10,000+

Contractor accountability disputes

£1,000 to £10,000+

Delay claim disputes

£5,000 to £50,000+

Illegal dumping

£10,000 to £500,000

Project delays

£10,000 to £100,000+

Liability and insurance claims

£5,000 to £50,000+

These ranges are examples only. Actual costs depend on the project, its location, existing security measures and the value of plant and materials on site.

What these incidents all have in common is a missing record, and the consequence is the same each time. Without a reliable log of which vehicle came in at what time, investigations take longer, disputes become one person's word against another's, delays are harder to explain and insurers have less to work with.

How Manual Vehicle Checks Leave Construction Sites Exposed

On sites without ANPR, vehicle logs rely on a gate operative, a sign-in book or a supervisor noting arrivals between other jobs. The quality of that record changes with the person on duty, the time of day, the weather and how busy the gate is.

At quiet times, every vehicle might be properly logged. During a morning rush of deliveries, details are easily missed or written down later from memory. A van that visits several times in a week, or a lorry that leaves with more than it arrived with, is unlikely to stand out on paper.

Across several projects, the problem multiplies, since each site keeps its own records in its own format. As a result, piecing together a vehicle's movements after an incident can mean chasing paperwork from different gates, offices, site diaries and subcontractors.

How Automatic Number Plate Recognition Records Vehicle Movements

ANPR cameras use Optical Character Recognition (OCR) and other image processing techniques to read a number plate from video or still images and turn it into searchable text.

According to the Information Commissioner's Office (ICO), ANPR systems capture an overview image of the vehicle, an image of the plate and the vehicle registration mark, which is time- and date-stamped along with the camera's location.

Our ANPR solutions capture the plate number, date, time and location, and can store the vehicle's make, model, colour and recorded speed in our cloud-based management platform. It reads plates day and night, and the high-definition, time-stamped footage it produces is suitable for formal investigations.

Because each plate is recorded without anyone filling in a form, the log doesn't depend on how busy or quiet the gate is. When questions come up after an incident or during investigations, the record already exists, with video evidence to back it up.

ANPR also supports site safety. Our safety-focused solutions use ANPR to monitor site speeds, vehicle access, route compliance and the use of haul roads and controlled routes.

Vehicles are one of the biggest hazards on site, with HSE figures showing that 24 workers across all industries were killed after being struck by a moving vehicle in 2025/26, the second most common cause of fatal injuries on construction sites after falls from height.

Calculating the ROI of ANPR for Construction Projects

ANPR is available through our CCTV Towers and Pole Cameras to track vehicles entering or leaving a site.

Because ANPR sits on hardware a site already uses for security, its cost is easy to separate out and measure. That hardware already delivers savings of its own, with our Rapid Deployment CCTV Towers backed by remote monitoring able to reduce security costs by up to 88% compared with manned guarding.

ROI = (Total Annual Benefit - Annual Investment) ÷ Annual Investment x 100

The annual benefit comes from 5 distinct areas:

  1. Theft investigation: Time saved identifying the vehicles involved when plant, tools, fuel or materials go missing.
  2. Unauthorised access review: Less time spent working out who was present outside agreed hours or without permission.
  3. Contractor accountability: Clear entry and exit times for subcontractors and hired plant.
  4. Delivery verification: A dated record of when each supplier's vehicle came in and went out.
  5. Claims and dispute support: Recorded evidence and documentation for insurers, clients, auditors and contract disputes.

The example below is based on one ANPR camera at around £90 a week, which comes to £4,680 over a year. If that camera produces £18,000 of savings across the 5 areas above, the formula gives a return of 285%.

Estimated ROI

285%

These figures are based on an example model. Actual results depend on traffic volumes, site layout, incident history and the value of plant and materials on each site.

Because cost and savings both rise with each site added, the percentage doesn't change at 20 sites. The difference here is scale, with net savings reaching £266,400 a year across the portfolio.

A single serious incident can be enough to make the numbers work. Where ANPR evidence helps recover or prevent a £25,000 loss, such as stolen plant or a disrupted claim, that single event delivers a 434% return on a year of ANPR: (£25,000 - £4,680) ÷ £4,680 X 100.

5 Ways ANPR Delivers Value on Construction Sites

The 5 benefit lines mentioned in the table reflect 5 practical improvements to vehicle management on site.

Faster theft investigations

When machinery or materials go missing, investigators need to know which vehicles were present and at what time. An ANPR log of plates, dates, times and locations narrows that down quickly, and the time-stamped footage gives the police something concrete to follow up.

Clearer view of unauthorised access

Vehicles that turn up outside working hours, or visit repeatedly without a clear reason, are easier to spot when every plate is recorded. That helps security teams decide where to focus patrols, lighting, gate staffing or extra camera coverage.

Stronger contractor accountability

Automatic time records show when subcontractors and hired machinery were present. If hours or attendance are questioned, the project team has a record to point to rather than conflicting accounts.

Verified deliveries

Logging when each delivery lorry comes in and leaves creates a simple audit trail, so if delivery notes don't match what the site received, the vehicle record helps establish the facts. It also makes any knock-on delay easier to explain to the client.

Stronger evidence for insurance and contract claims

Insurers, clients, contract administrators and the police all want evidence after an incident. Dated vehicle records, backed by video evidence, carry far more weight than an account put together from memory weeks after an incident.

Linking ANPR With CCTV, Detection and Monitoring

ANPR adds more value when it shares hardware and data with a site's other security and safety tools.

Our mobile CCTV units are self-powered and connect over 4G/5G, so they work on construction sites and critical infrastructure projects without fixed power or internet.

CCTV Towers fitted with ANPR can also carry add-on smart detection systems, which send real-time alerts when they detect intruders, smoke, fire or missing personal protective equipment (PPE) and capture time-stamped footage of each event as evidence.

Our cloud-based management platform holds ANPR data alongside video and alerts, giving operations teams a single platform to link vehicle records with footage across every project. Buying ANPR, cameras, detection and monitoring from one provider also limits vendor sprawl, with fewer suppliers and logins to manage.

Building a Business Case for ANPR on Your Next Construction Project

Directors are more likely to sign off on ANPR when a construction company builds the case on its own records rather than general claims. A business case for ANPR comes down to 4 steps:

  1. Review last year's records. Total the cost of theft, supplier disputes, attendance queries and investigation time across active projects.
  2. Cost the coverage. Count the entrances needing an ANPR device across every project and multiply by the weekly rate for the length of the build.
  3. Run the numbers. Subtract the cost of ANPR from the savings you expect and divide by that cost to get a percentage return that directors can evaluate against other spending.
  4. Fold it into the security plan. Request ANPR on your CCTV solution currently covering your site, so vehicle records are stored in the same system as the site’s security footage.

Using Vehicle Records to Protect Construction Sites

Each vehicle entering a site is a potential source of risk or evidence. Without a reliable record, theft investigations stall, delivery and attendance disputes drag on, speeding on haul roads goes unchecked and insurance claims rest on incomplete information.

ANPR technology helps reduce that exposure with a time-stamped log that supports security, contractor control, safety and stakeholder reporting across every project. For contractors managing several sites, it also replaces scattered paper logs with one consistent, centralised record.

FAQs

Is ANPR data covered by UK GDPR?

ANPR data falls under the UK General Data Protection Regulation (GDPR) and the Data Protection Act 2018, as the Information Commissioner’s Office ICO treats a vehicle registration mark as personal data in most circumstances.

Contractors should complete a data protection impact assessment (DPIA) before deployment, put up clear signs explaining that ANPR is in use and who operates it, keep vehicle data only as long as needed, and be able to show the system is necessary and proportionate.

Can ANPR be rented for a single project?

ANPR is available as an add-on to rent as part of our fully-managed mobile surveillance service, which makes it practical for projects of any length, from short groundworks packages to multi-year builds.
