Case Study Background - Prolific Fly-Tipping Offences

Like many other councils across the country, Birmingham City Council has encountered major issues with flytipping and illegal waste dumping.

Reports indicated that the impact of environmental crime throughout the West Midlands had cost the council over £1.5m in clean-up operations between 2013 and 2015.

Statistics revealed that, in Birmingham, more than 44,000 fly-tipping reports were made over the period in question.

Many of the offences occurred in hot-spot areas, locations frequently targeted by offenders with little coverage from CCTV.

The council sought a surveillance system that they could deploy on a temporary basis in hot spot areas as the problems developed.

The cameras, as well as being a visual deterrent to potential offenders, would need to provide images of a high enough standard to secure prosecutions where applicable.

The Solution - Redeployable CCTV Camera with Automatic Number Plate Recognition

Since August 2015, the Council’s Waste Enforcement Unit had been investigating flytipping on Priory Road in Aston.

They deployed a WCCTV 4G IR Speed Dome + ANPR to capture evidential footage and act as a visual deterrent to offenders.

WCCTV’s combined ANPR and Redeployable CCTV system utilise the additional video input channels of the WCCTV 4G IR Speed Dome to integrate a specialised Automatic Number Plate Recognition camera.

This unique all-in-one, rapid-deployment surveillance system combines the benefits of redeployable CCTV with ANPR technology for advanced surveillance applications.

The system harnesses the wireless transmission (4G/3G/Wi-Fi), local recording (up to 4TB) and 360° PTZ field of vision of the WCCTV Speed Dome range to provide a complete situational overview. Simultaneously, the NPR camera delivers crystal-clear images of number plates in all weather and lighting conditions.

As with all WCCTV’s surveillance solutions, the WCCTV 4G IR Speed Dome + ANPR is easily redeployable, allowing it to be moved from site to site when required.

The Result - Significant Prosecutions

Between August 2015 and October 2015, the cameras recorded video and photographic evidence 15 flytipping offences by 3 separate, but related vehicles.

The waste dumped included building rubble, heating pipes, mattresses, bed bases, furniture and even rotting sheep carcasses.

The offenders were identified, arrested, and their vehicles seized as a result of the investigation.

The defendants pleaded guilty to all offences and were sentenced to 11 and 6 months prison time respectively.
